Dale Dawson, President After working in the trade Dale Dawson began his career with the North Carolina State Board of Examiners of Plumbing, Heating and Fire Sprinkler Contractors in 1992 and has held the positions of Administrative Officer, Senior Administrative Officer, Assistant Executive Director and in October of 2007 was appointed to his current position as Executive Director. Dale has actively served on the North Carolina Plumbing Apprentice Competition Committee for more than 15 years, served on the National Construction Investigator Association (NCIA), and served on the Town of Wake Forest Board of Adjustments. Dale and Tina, his wife of over 34 years, have a son, Jarred, who is retired from the United States Air Force and are also the proud grandparents of their granddaughter, Isabel.
Tiffany Loveless, 1st Vice President Tiffany Loveless is the Executive Director of the Alabama Licensing Board for General Contractors and the Electrical Contractors Board. She began her carrier with the State of Alabama as an Administrative Assistant in 2005. After working in various capacities with the Board since 2006, Ms. Loveless was appointed as the Executive Director in 2018. Tiffany became involved with the National Association of State Contractors Licensing Agencies (NASCLA) in 2018 on the NASCLA Board of Directors. She currently serves on the Executive Committee and is Chair of the Technology Committee.
Kimberly Troxler, 2nd Vice President Kimberly Troxler serves as the Program Specialist at the DC Department of Licensing and Consumer Protection (DLCP). Since joining the agency in 2022, she has worked with the Combat Sports Commission and the Board of Industrial Trades. In 2023, Kimberly was appointed to the NASCLA Board of Directors, where she has made significant contributions. As a NASCLA Board member, Kimberly was selected to join the Executive Committee for its Annual Mission in California. Additionally, she served on the Scholarship Committee, playing an integral role in selecting the 2024 scholarship recipients. Her dedication to professional excellence and fostering opportunities within the industry is evident in her continued service.
Tim Norman, Treasurer Tim Norman has been the Executive Director and Secretary for the North Carolina Board of Examiners of Electrical Contractors since April 2014. Prior to his current role, Tim started work as a contractor and in 1993 went to work with the Surry County Inspections. In 1998, he then began working for the North Carolina Department of Insurance/Office of State Fire Marshall as a State Electrical Inspector. He was transferred in 2007 to the North Carolina Department of Administration/State Construction Office as a State Electrical Inspector/Engineer where in 2009, he became a Project Monitor before coming to work for the North Carolina Board of Examiners of Electrical Contractors.
Marjorie King, a native of Central Virginia, is the Executive Director of five regulatory boards at the Virginia Department of Professional and Occupational Regulation (DPOR), including the Board for Contractors. She began her tenure with the Department in 2014, and in 2023, she assumed her current role as Executive Director. Marjorie has served on the NASCLA Board of Directors since 2023. ![]() David Fogt, Immediate Past President David Fogt is the Registrar of the California Contractors State License Board. He has spent 30 years in the construction field, a licensed contractor since 1986. David was appointed the California Contractors State License Board Registrar May 2017, after serving as Chief of Enforcement for 15 years. He has made a priority of collaborating with the construction industry, law enforcement, and other states to combat predatory contractors and the underground economy. David is also a member of the Sacramento Valley Association of Building Officials.
Stephanie Lee, Past President Stephanie Sills Lee is the Executive Director of the Mississippi State Board of Contractors. She is the first female to hold the office of Executive Director for the state agency. Prior to being named as the executive director, Ms. Lee was a Special Assistant Attorney General and spent four years serving as legal counsel for the board. Stephanie received her law degree from Mississippi College School of Law in 2000 and her undergraduate degree from Mississippi College in 1997.
Janet Baumberger, Fiscal Policy Representative
Janet Baumberger is the Administrator of the SC Residential Builders Commission (SCRBC). Janet began her career with South Carolina state government in October 2000, working in various capacities with professional and occupational boards at the SC Department of Labor Licensing and Regulation (SCLLR) before being named SCRBC Administrator in 2011. She has solid knowledge of the internal operations, policies and procedures of the Board, SCLLR and the industry and possesses strong analytical and technical skills.
George Whalen, Fiscal Policy RepresentativeGeorge Whalen, now retired, was the Executive Director of the Rhode Island Contractors’ Registration and Licensing Board. He began his career in state service with the Rhode Island State Building Commission, working as an Architectural Barriers Coordinator for 14 years, until being appointed the executive director of the Rhode Island Contractors’ Registration and Licensing Board in 1991. As Executive Director of the RICRLB, George served as the Executive Officer of the 15 member Governor appointed Rhode Island Contractors’ Registration and Licensing Board. The board administers registration, licensing, contractor professional development, and certification programs affecting 12,000 construction businesses. George has been involved with the National Association of State Contractors Licensing Agencies (NASCLA) since 1995, and served as a member of the NASCLA Board of Directors from 1995 to 2018. In 2004, he became President of NASCLA, and then again in 2014. George serves on many NASCLA Committees, including the Executive Committee, Accredited Examination Program Committee, Advocacy & Partnership Committee, Model Legislation Committee, Nomination Committee, and Co-Chair of the Publications Task Force. He is a certified - eligible building inspector, and is a member of the Rhode Island Building Officials Association. George earned a Bachelor of Science degree in Business Management from Providence College, located in Providence, Rhode Island. |
